Council Resolutions

Adopted by the Special Session of the United Nations General Assembly on 2 November, Year 1 of the Crisis Era

General Assembly,

Recalling the confirmed fact of the Trisolaran Fleet invasion as verified by intercepted communication archives, and the established state of systematic interference with basic physics experiments,

Recognizing that the Trisolaran Crisis poses a threat to the overall survival of humanity, which no single country can address independently,

Convinced that it is imperative to establish a unified planetary defense coordination mechanism within the framework of the United Nations,

1. Decides to establish the Planetary Defense Council as the highest coordinating body for human planetary defense affairs;

2. Decides that the Council shall be reorganized and expanded from the original Security Council, with an initial quota of thirty-two seats for member States, while the status of permanent member States remains unchanged;

3. Decides that the Rotating Chair of the Council shall assume duties upon the entry into force of this resolution, with the first Rotating Chair to be determined through consultation;

4. Requests the Secretary-General to propose a plan for the regular budget of the Council and the establishment of the Secretariat;

5. Decision The bodies established by this resolution shall automatically dissolve upon the termination of the crisis state, and their archives shall be preserved permanently.

Adopted at the 1st meeting on 18 December, Year 1 of the Crisis Era

the Council,

Recalling the requirement in the establishing resolution that the Council shall operate in accordance with its rules of procedure,

1. Adopts the Rules of Procedure of the Planetary Defense Council as the basis for the Council's meetings, voting, and documentation system;

2. Confirms that ordinary sessions shall be convened by the Rotating Chair; extraordinary sessions shall be convened upon written request by more than one-third of the member States or by any permanent member State;

3. Confirms that procedural matters shall be decided by a simple majority of the member States present, substantive matters shall be adopted by a two-thirds majority, and major proposals concerning the overall defense strategy shall enter into force upon unanimous approval by the permanent member States;

4. Confirms that the texts of the Council's documents in the six official languages are equally authentic;

5. Decides that amendments to the rules of procedure shall be processed in accordance with the voting procedure set forth in paragraph 3 of this resolution.

Adopted at the 2nd meeting, unanimously by the Permanent Members. 18 September, Year 2 of the Crisis Era

the Council,

Acknowledging the fact that the Trisolaran civilization employs Sophons to conduct real-time monitoring of human communications, while human thought processes remain inaccessible to their reading,

Recognizing that, in the formulation of defense strategies, the fact that "the true intent of the plan is unknown" constitutes a strategic resource in itself,

1. Decides to establish the Wallfacer Project, to select a number of Wallfacers, and to entrust them with independently formulating and executing strategic plans against the Trisolaran crisis;

2. Affirms that Wallfacers enjoy immunity of strategic intent: Wallfacers shall not be required to explain the true intent of their actions to any institution or individual, and their public words and deeds shall be deemed part of the strategic plan;

3. Decides that Wallfacers shall be selected and nominated by the permanent members of the Council, and that the list shall be published after confirmation by the Council;

4. Decides that the funding for the Wallfacer Project shall be listed separately, consisting of special assessed contributions and voluntary donations from the permanent members of the Council, and shall be subject only to ex post facto audit;

5. Reaffirms that immunity of strategic intent does not grant immunity from crime, and that the actions of Wallfacers shall not violate the mandatory provisions of relevant national laws;

6. Decides that the mandate of this Project shall continue until the Trisolaran crisis is resolved or the Council resolves to terminate it.

Adopted at the 4th meeting on 20 March, Year 3 of the Crisis Era

the Council,

Recognizing that the lack of interoperability in equipment, training, and command interface standards among national space forces has become an urgent obstacle to the joint defense system,

Convinced that the establishment of a coordination framework should respect the autonomy of national organizational structures and command systems,

1. Decides to establish a Joint Liaison Committee for the Space Force, responsible for coordinating and mutually recognizing the development standards of national space forces;

2. Requests each member State to post Space Force liaison officers in the Council building to establish a list of mutual recognition for equipment, training, and interface standards;

3. Decides to initiate a study on the establishment of the Joint Staff of the Space Force, with the plan to be submitted separately to the Council for review;

4. Decides that this framework does not constitute a transfer or restriction of command authority over national Space Forces.

Adopted at the 10th meeting, December Year 3 of the Crisis Era

the Council,

Recalling the resolution on the establishment of an ethical review mechanism for the Staircase Program,

Having considered the general plan for the Staircase Program and the summary of the security assessment submitted by the Strategic Intelligence Bureau,

1. Approves the general plan for the Staircase Program, with the engineering objective of delivering probes to the space sector occupied by the Trisolaran Fleet;

2. Decides that the funding for the Staircase Program shall be included in the budget for the next fiscal year, and that progress on the project shall be reported to the Plenary Session on a quarterly basis;

3. Decides that the payload scheme shall be subject to review by the Special Ethics Panel, and that the conclusions of the review shall be submitted to the Plenary Session of the Council;

4. Reaffirms that the advancement of this Plan shall not undermine the legal framework established by the Crisis Annex to the Space Law Convention.

Adopted at the 11th meeting, January Year 4 of the Crisis Era

the Council,

Recalling the summary of opinions from the first and second public hearings on the reform of the contractor accreditation system,

Recognizing that the current accreditation system is unable to meet the needs of defense engineering in terms of both review cycles and transparency,

1. Decides to initiate the reform of the contractor accreditation system, with the direction of reform being the hierarchical management of security reviews and the institutionalization of time limits for the review of routine projects;

2. Requests the Committee on Finance and Assessed Contributions to draft implementing rules in conjunction with the Secretariat, and to make the third draft of the rules publicly available for comments from society;

3. Decides to hold the third public hearing on the implementing rules, with specific arrangements to be announced separately;

4. Decides that the current accreditation standards shall continue to apply during the reform period, and the accreditation of contractors already listed shall not be affected.

Consensus adopted at the 12th meeting 24 January, Year 4 of the Crisis Era

the Council,

Recognizing that the basic research of the common defense system of the solar system requires long-term funding sources independent of the fiscal cycles of various countries,

and recognizing at the same time the precious value of public participation in the Crisis Era,

1. Decides to launch the Stars Plan, to carry out globally the registration and transfer of star ownership and planetary ownership beyond 100 light-years from the solar system;

2. Authorizes the United Nations Development Programme, the Committee on Natural Resources, and UNESCO to form the Stars Plan Committee to implement this Project globally;

3. Confirms that the funds obtained from the Project shall be used exclusively for the basic research of the common defense system of the solar system, and shall be subject to audit by the Council;

4. Reaffirms that this Project shall not violate any provisions of the Space Law Convention and its crisis addendum; the exercise of relevant rights shall not affect the freedom of space exploration enjoyed by States under international law;

5. Requests the Stars Plan Committee to establish an independent official website and a network of liaison offices in various countries to handle applications, and to report regularly to the Council.
