contractor accreditation

The procurement of defense engineering and services by the Council is open to enterprises registered within member States. The accreditation system is undergoing reform; the current rules and progress of the reform are as follows.

Accreditation Conditions

  • Registered within a member State for at least three years with no record of major dishonesty;
  • Passed the Council's security review, with no affiliation of the enterprise's actual controllers or core technical teams with the Earth-Trisolaris Organization (ETO);
  • Possess quality management systems and confidentiality management systems appropriate to the relevant fields;
  • Projects involving orbital engineering or nuclear device components must possess accreditation endorsement issued by the defense or space authority of a member State.

Procurement Process

Supplier Registration

Complete the registration form below to obtain a supplier identification number.

Qualification Review

Completed within 40 working days for routine projects; security review cycles are determined on a case-by-case basis.

Participation in Bidding

Submit bids in accordance with project announcements; major projects implement a two-stage bidding process.

Contracts and Non-Disclosure Agreements

Sign procurement contracts and confidentiality annexes, and include them in the supplier ledger for management.

Progress of Institutional Reform

In accordance with Resolution 12(4), the reform of the contractor accreditation system is underway: the third draft of the detailed rules has been published for public comment (deadline: 1 April), and the third hearing will be held on 2 April (broadcast globally; see "News Centre"). The objective of the reform is to compress the review period for routine projects to 40 working days while maintaining the rigidity of security reviews.
