Past Rotating Chairs

CHAIRS · From Year 1 of the Crisis Era to the present

The position of Rotating Chair is held on a rotating basis by member States according to the principle of regional allocation, with a term of one year. The Rotating Chair presides over the plenary meetings of the Planetary Defense Council and represents the Council externally. Since its establishment, there have been three Rotating Chairs:

1st Year 1 – Year 2 Jean-Pierre Durand (France) The first Chair after the announcement of the Crisis, presided over the establishment of the Council, the drafting of the Charter, and the establishment of the consultation mechanism with permanent members.
2nd Year 2 – Year 3 Adel Fahmy (Egypt) Presided over the formulation of the Wallfacer Project and the entry into force procedure for the Crisis Annex to the Space Law Convention during his term.
Third (Incumbent) Year 3 — Present Garanin (Russia) Presided over the commencement of the Wallfacer Project, the 12th meeting (resolution 479), and the signing of the Framework Agreement for the Joint Staff of the Space Force during tenure.

Handover records

  • November, Year 1　Resolution No. 1 entered into force; Chairman Duran assumed office following consultations, and the Council’s temporary headquarters was established in Geneva.
  • October, Year 2　Chairman Duran’s term expired and he stepped down; the Secretariat was fully established during his tenure; Chairman Fahmi took office.
  • September, Year 3　Chairman Fahmi’s term expired and he stepped down; Chairman Garanin took office; the Council’s headquarters moved to New York in line with the relocation of the principal organs of the United Nations.
