Key points of the Charter

The Charter of the Planetary Defense Council entered into force concurrently with the establishment resolution in Year 1 of the Crisis Era and comprises fourteen chapters. The following extracts of core provisions of public interest are provided:

  • Article 1 (Purposes)　The Council’s paramount purpose is to ensure the survival of human civilization in the face of the Trisolaran crisis; its work takes precedence over the individual national interests of any member State.
  • Article 3 (Composition)　The Council comprises 32 seats; the five permanent members constitute the Permanent Members Group. All member States of the United Nations may apply for observer status.
  • Article 7 (Voting)　Major proposals concerning overall human defence require unanimous approval by the permanent members and adoption by a two-thirds majority of the Council members; procedural matters require a simple majority.
  • Article 9 (Rotating Chair) The Rotating Chair shall be assumed by member States on a rotational basis according to the principle of regional distribution, with a term of one year, presiding over the meetings of the Council and representing the Council externally.
  • Chapter XI (Finances) The regular budget shall be apportioned among member States according to the United Nations scale of assessments; special project funds (including funds for the Wallfacer Project) shall be listed separately, consisting of special assessed contributions from permanent member States and voluntary donations.
  • Chapter XII (Publicity) Resolutions of the Council, public briefings, and records of hearings shall be made public; intergovernmental internal documents shall be managed in accordance with the 'Information Classification Management Measures'.

Adopted by the Special Session of the United Nations General Assembly on 2 November, Year 1 of the Crisis Era

General Assembly,

Recalling the confirmed fact of the Trisolaran Fleet invasion as verified by intercepted communication archives, and the established state of systematic interference with basic physics experiments,

Recognizing that the Trisolaran Crisis poses a threat to the overall survival of humanity, which no single country can address independently,

Convinced that it is imperative to establish a unified planetary defense coordination mechanism within the framework of the United Nations,

1. Decides to establish the Planetary Defense Council as the highest coordinating body for human planetary defense affairs;

2. Decides that the Council shall be reorganized and expanded from the original Security Council, with an initial quota of thirty-two seats for member States, while the status of permanent member States remains unchanged;

3. Decides that the Rotating Chair of the Council shall assume duties upon the entry into force of this resolution, with the first Rotating Chair to be determined through consultation;

4. Requests the Secretary-General to propose a plan for the regular budget of the Council and the establishment of the Secretariat;

5. Decision The bodies established by this resolution shall automatically dissolve upon the termination of the crisis state, and their archives shall be preserved permanently.
