Council Members (32)

Council Members were formed through the restructuring and expansion of the former Security Council, with seats allocated according to regional distribution principles. Permanent Council Members exercise a unanimity mechanism in voting on major proposals.

Observers

All member States of the United Nations may obtain observer status, allowing them to attend the public parts of plenary meetings and access public documents, but they have no voting rights. Intergovernmental organizations may attend specific public meetings upon individual approval by the Secretariat.
