Overview of Structure
The Council operates a three-tier structure of "Plenary Session—Rotating Chair—Secretariat and Committees":
- Planetary Defense Council Plenary Session—the supreme authority, holding one regular session annually, with the capacity to convene special sessions; sessions are globally numbered in the order of their convening (now up to the 13th).
- Permanent Members Core Meeting—a closed-door mechanism of the five permanent members, serving as a platform for prior consultation on major proposals.
- Rotating Chair—serving a one-year term, presiding over the Plenary Session and representing the Council externally.
