The Council's strategic assessment is that, on a timescale of four hundred years, defense is not a single campaign but a systematic project spanning more than ten generations. The current strategic layout consists of four main components.

  • Stars Plan · Registration and Acceptance Network: 12% (embassies of various countries under construction)
