Wallfacer Project

The Wallfacer Project is a special strategic plan adopted by the Council in Year 2 of the Crisis Era. Its logic is singular: the Trisolaran civilization monitors all human communications via Sophons, but cannot read human thoughts. Consequently, the Council has entrusted the formulation and execution of a portion of its strategy entirely to the minds of four individuals.

Key Provisions of the Act

  • Exemption of Strategic Intent: Wallfacers are not legally required to explain the true intent of their actions to any body, including the Council; their public conduct may constitute part of the strategic plan.
  • Resource Authorization: Wallfacers may mobilize substantial resources as needed for the plan, with such calls exempt from prior review.
  • Separate funding allocation: The funding for the Wallfacer Project consists of special assessed contributions from the permanent members of the Council, managed separately, and is subject only to ex-post audits—ex-ante audits would compromise the confidentiality mechanism.
  • Baseline of Oversight: Exemption does not extend to criminal conduct; the actions of Wallfacers must not violate mandatory provisions of the laws of their respective countries and member States.

All four Wallfacers were selected and nominated by the permanent members of the Council. The Council itself is unaware of the true strategic intentions of any of the Wallfacers—nor are their adversaries, the Trisolaran civilization, nor the editors of this website.

Issues of public concern

  • What are the Wallfacers doing? It is unknowable and should not be speculated upon. Any claims purporting to "decode the Wallfacer Project" are irresponsible speculation; please refer to the Fact Check column.
  • Where is the funding going? The total amount and executing entities are disclosed in accordance with the law (see "Budget and Annual Report"), while explanations of use are protected by immunity.
  • When will the project end? The mission of the Wallfacer Project shall continue until the Trisolaran crisis is resolved or terminated by a resolution of the Plenary.
