The session period is defined by the starting and ending months; specific dates are subject to the printed text of the meeting report. The 5th, 7th, and 9th meetings were primarily closed consultations, with no public resolutions issued. From the middle of Year 3, with the advancement of the Staircase Program and the reform of the contractor accreditation system, the Council entered a rhythm of continuous sessions occurring approximately every six weeks.

Session and Attendance The 12th Meeting was held at the Council Building in New York from 20 to 24 January, Year 4 of the Crisis Era. All thirty-two member States of the Council were present, and representatives from ten observer States and seven agencies of the United Nations system attended as observers.

Key Actions

1. Unanimously adopted Proposal 479 to launch the Stars Plan, authorizing the United Nations Development Programme, the Committee on Natural Resources, and UNESCO to form the Wallfacer Project Committee (the full text of the resolution is available under the "Council Resolutions" section);

2. Adopted Resolution 481 on the ethical review conclusions regarding the payload scheme of the Staircase Program, confirming the review opinion of the Ethics Ad Hoc Group that the "procedures were lawful and informed consent was fully obtained";

3. Authorized the Secretariat, in conjunction with the Joint Liaison Committee of the Space Force, to finalize the framework agreement for the Joint Staff of the Space Force, which was signed on 15 March (see press release PDC/PRESS/4-024).

Administrative Decisions The 13th Meeting is scheduled to convene on 12 April, Year 4 of the Crisis Era; the provisional agenda will be drafted by the Secretariat in conjunction with the Rotating Chair and issued prior to the session.

Provisional agenda

1. Adoption of the agenda and previous session agenda documents;

2. Mid-term evaluation report on the Staircase Program (submitted by the Strategic Intelligence Bureau, public excerpt);

3. Staffing plan of the Space Force Joint Staff (submitted by the Space Force Joint Liaison Committee);

4. Apportionment of assessed contributions for the next financial year (submitted by the Committee on Appropriations and Assessed Contributions);

5. Reform of contractor accreditation: Summary of opinions from the 3rd hearing and arrangements for approval of implementation rules (hearing scheduled for 2 April);

6. First period work report of the Stars Plan Committee (distributed in writing, no debate).
