Answer: Donation procedures are implemented in accordance with the current laws of each member State, with a complete audit trail. The Special Ethics Panel holds veto power over any stage. A volunteer's withdrawal of consent prior to ignition is valid and requires no justification.
Question (Council Member): If the probe ultimately loses contact, how will the investment be explained to the public?
Answer (PIA Representative): The technological accumulation from the nuclear bomb array and radiation sail will not be lost; they will be left for all subsequent human plans. As for the probe itself—we are not sending just a probe. As long as it is still flying, humanity is signaling to four light-years away: we understand the darkness of the universe, yet we still choose to reach out.
Question (Ethics Special Group): How does the Council respond to criticism that 'the success probability of this plan is too low'?
Answer: This Committee does not comment on probabilities. The Committee confirms only one point: the procedure is legal, informed consent is sufficient, and the chain of decision-making authority is clear. As for whether it is worth it—that is the judgment of the Plenary, not of the oversight body.

Answer (Committee on Finance and Assessed Contributions): The objective of the detailed rules is to compress the review of regular projects within forty working days. However, there is no upper limit for security reviews—the list of suppliers for defense engineering does not interest the Trisolaran Civilization, but it does interest the ETO.

Question (representative of the Suppliers Association): Does dynamic management of the roster mean that pre-qualified enterprises will face periodic repetitive reviews?
Answer (Procurement Division of the Secretariat): The re-examination is not a repetitive review. The intent of dynamic management is to ensure that the threshold for defense projects is clear and predictable—pass once, maintain the standard, rather than re-proving oneself every year. Security re-examination is the only exception, for reasons everyone understands.
