Framework Agreement for the Joint Staff of the Space Force signed at the Council building

This morning, the Framework Agreement between the Planetary Defense Council and the Space Force Joint Staff was signed at the United Nations Headquarters in New York. Representatives of the Space Forces of the five permanent members of China, the United States, Russia, the United Kingdom, and France, as well as observer representatives from 12 Council member States, attended the signing ceremony.

According to the Framework Agreement:

• The Joint Staff is a coordinating body under the Council, which does not alter the command and affiliation relationships of the Space Forces of various countries, and is responsible for unifying training standards, connecting command and communication systems, and coordinating joint exercise plans.
• The staffing, funding, and seat allocation plan of the Staff will be submitted for deliberation at the 13th meeting.
• The first joint exercise, "Pioneer-4", is scheduled to be held in Year 5 of the Crisis Era, focusing on coordinated subjects of near-Earth orbit assets of various member States.

Garanin, the Rotating Chair of the Planetary Defense Council, told reporters after the signing ceremony: "The fleet will take four hundred years to arrive. But the command system, communication standards, and trust among officers—these cannot wait four hundred years; they must be built starting today.""

Public progress data on Space Force construction has been updated in the "Strategic Plans" section, and the text of the Joint Staff staffing plan will be published in the Document Centre after the 13th meeting.
