24 January, Year 4 of the Crisis Era · Planetary Defense Council Secretariat · Document numberPDC/PRESS/4-011

The 12th session of the Planetary Defense Council of the United Nations concluded today at the United Nations Headquarters in New York. The session adopted Proposal No. 479 by consensus, officially launching the Stars Plan.

In accordance with the proposal, the Council authorized the United Nations Development Programme, the Commission on Natural Resources, and UNESCO to form the Stars Plan Committee to implement the registration and transfer of star ownership and its planets outside the solar system globally, with the proceeds used for basic research on the common solar system defense system.

The Council reaffirmed in the resolution that stars within 100 light-years of the solar system are not within the scope of the plan; the exercise of related rights shall not violate any provisions of the Space Law Convention and its crisis addenda.

The Rotating Chair of the Planetary Defense Council, Garanin, stated in his closing remarks: "The Stars Plan tells every ordinary person that there are worlds beyond the Solar System that can be owned, gazed upon, and hoped for. We are defending not just a planet, but all possibilities for humanity to venture into deep space.""

The Stars Plan Committee has launched an independent official website and channels for handling agencies in various countries. Specific registration procedures, qualifications, and prices are subject to the Committee's announcements.
