The Wallfacer Act serves as the legal foundation for the Wallfacer Project. It was adopted at the second meeting of the Planetary Defense Council (PDC/RES/3(2)) and entered into force in Year 3 of the Crisis Era following unanimous approval by the permanent members. Key Points of the Act

  • Article III (Exemption of Strategic Intent) Wallfacers are not required to explain the true intent behind their actions to any body or individual, including the Council; their public statements and conduct may be regarded as part of their strategic plans.
  • Article IV (Resource Authorization) Wallfacers may mobilize substantial resources as required by the plan; resource allocation orders shall be managed under separate accounts, without explanation of purpose—the purpose is to be known solely by the Wallfacer.
  • Article V (Obligations of the Committee) The Wallfacer Project Committee and its staff shall not inquire into, record, or relay the true strategic intent of Wallfacers; the Committee shall uniformly apply the stance of "non-knowledge" in external communications.
  • Article VII (Public Disclosure) The public actions of Wallfacers, results of resource allocation, and hearing procedures shall be made public on this website—public disclosure of actions runs parallel to the exemption of strategic intent.
  • Article IX (Boundaries of Exemption) The exemption of strategic intent does not exempt criminal liability; the conduct of Wallfacers must not violate mandatory provisions of relevant national laws.
  • Article XI (Audit) Funding for the Wallfacer Project is accounted for separately and is subject only to post-facto audit.
  • Article XIII (Duration) The mission of the plan shall continue until the Trisolaran crisis is resolved or the Council resolves to terminate it.

Adopted at the second meeting, unanimously approved by permanent members 18 September, Year 2 of the Crisis Era

the Council,

Confirming the fact that the Trisolaran civilization utilizes Sophons to conduct real-time monitoring of human communications, while human thought processes remain inaccessible to them,

Recognizing that, in the formulation of defensive strategies, the principle that "the true intent of the plan remains unknown" constitutes a strategic resource in itself,

1. Decides to establish the Wallfacer Project, select a number of Wallfacers, and authorize them to independently formulate and execute strategic plans against the Trisolaran crisis;

2. Confirms that Wallfacers enjoy exemption of strategic intent: Wallfacers are not required to explain the true intent of their actions to any institution or individual, and their public words and deeds shall be regarded as components of the strategic plan;

3. Decides that Wallfacers shall be selected and nominated by the permanent members, with the list published upon confirmation by the Council;

4. Decides that the funding for the Wallfacer Project shall be listed separately, composed of special assessed contributions and voluntary donations from the permanent members, and shall be subject only to ex post audit;

5. Reiterates that exemption of strategic intent does not exempt criminal liability, and that the actions of Wallfacers must not violate the mandatory provisions of relevant national laws;

6. Decision The mission of this Plan shall continue until the Trisolaran Crisis is resolved or the Council resolves to terminate it.
