The confidentiality system managed by the Committee does not govern the thoughts of the Wallfacer (which are inherently unknown to others), but rather procedural information during the operation of the plan. A common misconception that must be clarified
"The Wallfacer's plan is classified, so the Committee has an encrypted file"—no such file exists. The true intentions of the Wallfacer have never been written down by anyone, have never entered any information system, and naturally cannot be kept encrypted.
