Hearings related to the Wallfacer Project are divided into two categories: resource hearings (to deliberate on major resource allocations) and routine hearings (to review the overall implementation of the project). Wallfacers are entitled by law to decline to explain their intentions at hearings; such question-and-answer sessions shall be recorded and made public as they occur.

Answer (Wallfacer Tyler): No.
Chair: Under Article 3 of the Wallfacer Act, the Wallfacer has the right not to provide an explanation. Vote: Approval of allocation granted.

Question (Hearing Committee): Please explain the connection between this allocation of resources and defense operations.
Answer (Wallfacer Luo Ji): I refuse to explain.

Answer (Director Cole): The Wallfacer's time is also a strategic resource. The Act does not stipulate that he must allow us to see what he is doing.
