The Planetary Defense Council (PDC) is the highest coordinating body for planetary defense established by humanity to respond to the invasion of the Trisolaran civilization. The mandate of the Council is stated in a single sentence: to ensure the continued existence of human civilization four hundred years from now.

Mission and Mandates

In accordance with the founding resolution (PDC/RES/1(1)), the Council exercises the following authorities within the framework of the United Nations:

  • Coordinate and integrate the military, scientific, technological, and economic resources of member States to organize the planning, construction, and operation of the solar system defense system;
  • Review and approve cross-national defense plans and major projects (the Wallfacer Project, Staircase Program, Stars Plan, etc., were all established by Council resolutions);
  • Manage centrally the public information related to the Trisolaran crisis and provide authoritative facts and talking points to the public;
  • Coordinate extraterrestrial affairs involving foreign entities under the framework of the crisis annexes of the Space Law Convention.

Four years have passed, and I can responsibly inform you: this table remains, and the disputes upon it have never ceased for a day—yet it is precisely these disputes that have kept the war, four centuries hence, off today’s agenda.
