Resource Authorization Announcement No. 3: Publication of the Project List for Wallfacer Hines

Today, the Resource Allocation Division of the Wallfacer Project Committee issued the "Resource Authorization Announcement No. 3 for Projects Related to Wallfacer Hines." This authorization is executed in accordance with Article 3 of the Wallfacer Act and the resource allocation procedures, aiming to ensure the necessary resource supply for Wallfacer Hines' team in the fields of neuroimaging and brain science research.

The authorization list includes the following four project nodes:

  • Phase II Procurement of Neuroimaging Equipment: An allocation of USD 1.85 billion for the update and deployment of high-precision neuroimaging instruments;
  • Operation and Maintenance of Brain Science Experimental Apparatus: An allocation of USD 620 million covering the annual maintenance and upgrade of relevant experimental facilities;
  • Research Team Personnel Costs: An allocation of USD 430 million for the payment of salaries and allowances for the research team and related support staff;
  • Academic Data Platform Lease: An allocation of USD 100 million to support storage and analysis services for large-scale neuroscience data.

The total amount of this authorization is USD 3.0 billion. It is important to note that, consistent with previous announcements and public explanations (PDC/WF/PRESS/4-012, PDC/WF/PRESS/4-009), this list does not include a "Purpose Description" column. In accordance with the Wallfacer Act, Wallfacers have the right not to explain the micro-level use of specific resources, and the Committee is also unaware of their specific strategic direction. This "not knowing" is not a management deficiency, but one of the core designs of the Wallfacer Project: we disclose the flow of every fund, but we never inquire into the intentions behind it.
